Rainier Development Company and University of Oklahoma Foundation Execute Master Development Agreement for $1.1 Billion Rock Creek Entertainment District
NORMAN, OKLAHOMA (April 14, 2026) – Rainier Development Company today announced that it has executed a Master Development Agreement with the University of Oklahoma Foundation for the planned Rock Creek Entertainment District, a projected $1.1 billion, 269-acre destination in Norman, Oklahoma. Rainier will lead planning, design, coordination, and development of the mixed-use District in close collaboration with Cleveland County, the City of Norman, the University of Oklahoma, community stakeholders, and other development partners.
“After working closely together for more than two years, we are pleased to announce that we have formalized a long-term partnership between Rainier Development Company and the University of Oklahoma Foundation, by selecting Rainier as the master developer of the Rock Creek Entertainment District,” said OU Foundation President Guy Patton. “This milestone marks a significant step forward in advancing a vision shaped by the community and its leaders.”
The planned Rock Creek Entertainment District is envisioned as a year-round destination that will include a state-of-the-art, approximately 8,000-seat performance venue designed to host concerts, conventions, and community events, as well as University of Oklahoma men’s and women’s basketball games and women’s gymnastics meets. The broader District is intended to accommodate a mix of hospitality offerings, office space, retail, dining, residential living, and public gathering spaces, which will drive increased economic activity and tourism in Norman and the surrounding area and is projected to generate more than 3,000 construction and permanent jobs in hospitality, retail, and operations over the life of the development.

The Rock Creek Entertainment District is planned for delivery in carefully sequenced phases, beginning with essential infrastructure work currently targeted for the second quarter of 2026. Phasing is intended to promote disciplined growth, market relevance, and long-term sustainability, and will proceed in coordination with public partners and subject to required approvals.
